The Eternal World Tree—Noah possessed the root attributes of Light and Judgment. The Divine Trees growing upon Noah's root network, despite having completely different powers, all traced their origins back to Noah and would thus receive certain blessings, limitations, and control.
When a Divine Tree within the root system was desecrated, Noah would descend divine punishment. Of course, there were ways to circumvent that punishment, such as what Hill's foster father did to him—spiritually controlling the custodian of the Divine Tree to wield its power.
Furthermore, when the True Canon of a Divine Tree was destroyed by a mighty being or an Origin Beast and the scattered power was absorbed, Noah's Tree would similarly not bring down divine punishment. This was what Rat King Noss had intended to do initially.
If it had been in the past, for an Archbishop of Noah's church to take over Belgri Town, it probably wouldn't have been difficult.
