Just at that moment, an official rushed into the grand hall, clutching a telegram and approached Zhao Kai.

"It's unlikely. They used the agreed upon cipher," the minister replied at once, wash his hands of responsibility completely.
There was no time to delve into his subordinate's attitude of passing the buck, as Zhao Kai read the telegram once more, then tried as best he could to accept such a terrible truth.
