This meant that he knew many things. Not only did he have great intelligence-gathering and assassination capabilities, but he had detailed knowledge of how the world works.
In cities as chaotic as Star City, where dubious characters abounded, showing his face with authority was necessary. Dino knew that it wouldn't be long until someone came to cause trouble and that would be his way of making himself known.
In short, he wanted to show his face when the rioters arrived, because that would make him known in the city and gain authority.
