Archenemies weren't a rare thing in the Milky Way.
Civilizations always wanted to move up. Having a destined opponent could provide a good motivation for the people to move forward, whether it was in the economy, technology, or military.
The sense of superiority and self-confidence brought by surpassing archenemies was also an important means to improve the cohesiveness of the people.
