"In my opinion, I've been too lenient, letting you forget respect for your superiors and lose sight of the chain of command.

"Today, I will restate the eight ironclad laws of the northern territory. For those who question the commander's decisions, what is the punishment?"

Luther's gaze was sharp as a sword as he surveyed the room.

Forbes Innes's face turned pale. 

He lowered his head and said hoarsely, "I'm guilty. The penalty is beheading!"

"And if we are divided among ourselves, what is the punishment?" Luther pressed.

"Eighty strokes of the cane," Forbes answered, still bowing his head.
