The Prime Minister lounged in a lavish hotel suite, anticipatively awaiting Luo Feng's arrival.
He had deployed a decoy operation to lure out his prey.

"Prime Minister, we've seen an influx of visitors from China around the farm," a subordinate relayed. "I did some digging at the airport. It turns out they're all from a single village in China, Luo Feng's kin. They're milling around the farm! Our men are hamstrung!"
"And their numbers?"

The Prime Minister's brow creased at this information. Luo Feng had accepted the dinner invitation; undoubtedly, he had made his own preparations.
