The Indonesian delegation reached the harbour, where they were awaited by KRI Martadinata. There, Otto immediately loaded all the supplies onto the ship and prepared to take off. Admiral Pierot also prepared his fleet to carry out the process of handing over the city of Amacsa to the Indonesian Envoys. By evening, the entire fleet had left the harbour and set off for the city of Amacsa. On board KRI Martadinata, Laksdya Otto met with Laksda Agas to discuss the handover of the city.

"They wanted to tie us up, in a rather sneaky way of course."

The effect also becomes twice as large as usual, making the strength of a 9th Fleet soldier twice as large as the strength of a well-trained royal soldier. One week later, both fleets had reached the shores of the island of Hutawantia, where the city of Amacsa is located. Hutawantia Island itself does not have a main harbour, there is only a local harbour specifically for wooden boats. Therefore, the process of moving goods is done using IFV/APC and helicopters. Most of the residents of Amacsa town were surprised, astonished, and amazed by the presence of tactical vehicles owned by the TNI Marines. All the goods and tactical vehicles are currently in the northeast of the city, at the same time several squads of marines were deployed to guard the area. Around the marines, there are also city guard troops alerted by Baron Shupert to ease the tense atmosphere.
Amacsa City consists of 1 main district and 3 minor districts. Haymill, the largest district in Amacsa City is located in the northeast of the city. While Ashbrook, Trudolen, and Oakwater districts are located in the northwest, west, and south-southwest of the city. In the city of Amacsa itself, Baron Shupert was signing the letter of transfer of the city of Amacsa witnessed by Admiral Pierot. Then it was also signed by Laksdya Otto before being given the official royal seal and the handover of the city would be completed. After the handover process, Laksya Otto and Laksda Agas discussed the new administration and government process with Baron Shupert.

Inside the paper, several decisions had been carefully thought out by Lakdsya Otto and Laksda Agas. Among them were:

3. The imposition of Martial Law until the government administration could be fully implemented.
4. Conducting a census of the population of the city of Amacsa.
5. Order for the arrest of active and wanted criminals.
6. Established government administration and organised security patrols.
7. Construction of infrastructure and military areas.
Upon reading through the new government decree, Baron Shupert asked about citizenship which was answered by Laksdya Otto. The citizenship decree allowed the people of Amacsa to choose between the Kingdom of Wachia or the Government of Indonesia. Baron Shupert immediately suggested withdrawing this decision as the inhabitants would inevitably have to accept this change of government, as it was included in the King's decree that "Amacsa Territory will be fully under the control of an Envoy from the State of Indonesia". His words came as a surprise to Otto and Agas, but both quickly understood what the Baron was trying to say.
Then Baron Shupert also questioned about the arrest orders for active criminals. Laksda Agas explained that this order was carried out to explore the criminal network in the city so that the crime rate could be reduced. Baron Shupert also questioned the decision on the population census due to the identification card system owned by the adventurer's guild and royal merchants, but Laksda Agas explained that the census was more aimed at recording family trees and next of kin. In the end, only Decrees 2 and 3 were announced to the people of Amacsa, while Decrees 4, 5, 6, and 7 were only announced to the relevant civil officials. Decree number 1 itself will be dropped and the order will change accordingly.
As soon as this was done, Laksdya Otto appointed Baron Shupert as the head of the Provisional Government Administration and immediately promulgated decrees number 2 and 3 as the Decree of the Provisional Government of Indonesia Article 1 and 2 Dated 15 May 150 Buviland. The announcement of this decree was made in the centre of Amacsa, between the Ashbrook and Haymill districts.
After the reading of the decree, the faces of the townspeople of Amacsa were shocked, happy and confused.
"Mr Shupert! Is there something going on? Are they setting us up?"
"Calm down... everyone please calm down. Nothing suspicious has happened, it's just that our new leader has decided to lower taxes for this year only. The rest of the taxes will be as usual."
