Since the Dungeon is S-Ranked, it's natural to know that the monsters in it would be very strong. They would even be stronger than the beast that resides between the boundaries of Villages and cities. Many would decide to choose the lesser risk. Which is the beast in the boundaries, they knew that if they could pass through these boundaries salvation awaited them or at least they would delay their death a little.
So they would rather try their luck moving out of the city without the protection of the mercenaries than wait for the dungeon outbreak to occur.
Since once a dungeon outbreak occurs, the beast would spread out to the end of the world if not stopped. Only destruction would be left behind them. So the farther they are from the dungeon, the longer time it would take for the beasts to reach them.
