Goblins are relatively short monsters, the tallest goblin would be 1.4 meters.
Their king would be about 1.2 meters, so seeing a humanoid being that is relatively taller than them made them doubt their plan.
It made them wonder whether Leo would be able to beat them if they join hands against him.
So they hid and studied him, comparing his prowess to theirs the time they fought a mutant leopard before.
After watching for a while, they found out that even though he was a single person, he was able to injure the leopard faster than did during their previous hunting session in this forest, so they were sure about one thing...
Leo is strong, strong enough to make them wary of him even when all of them fight him.
And From his actions, they knew he was from an extremely intelligent beast species..maybe more intelligent than them.
So they choose the leopard over Leo because they knew that the leopard is easy prey when compared to Leo.
