This only means these criminals enter Arcane by infiltrating the nobles and aristocrats that enter Arcane as tourists, staff personnel of some merchants, and important individuals as hired individuals. As soon as they enter Arcane, they will just leave their employer. And seek refuge among a number of people and blend among them as decent hard-working Arcanians, to the point even faking the insignia on their hands.

Suldusk, the Elder Orc, has already gathered the necessary information about them, while Lady Laerdya Galadhiel made sure these individuals were taken care of systematically without raising any suspicion.

They knew somebody was providing them with forged documents and disguises. These criminals seamlessly integrated into the society of Arcane, making it difficult for anyone to identify them as infiltrators. The infiltrators skillfully concealed their true intentions and motives, effortlessly assimilating them into the daily lives of the Arcanians.

 They became adept at mimicking the local customs and traditions, earning the trust of their unsuspecting neighbors. The clandestine operation remained undetected, leaving the people of Arcane oblivious to the imminent danger lurking within their midst.

No amount of power and control can truly eliminate these kinds of people, as they are masters of deception and manipulation. The criminals in Arcane were able to exploit the vulnerabilities of society, exploiting loopholes and evading detection from even the most vigilant authorities. It was a stark reminder that even in a seemingly idyllic community, there will always be those who seek to exploit and harm others for their own gain.

They are now gaining a sense of pride as they were able to outsmart and outmaneuver the supposedly infallible system in place. This realization made these criminals assume they were now untouchable, but they were wrong. Ramiel never questioned any of his faithful allies about the actions they took to support his policies regarding the prosecution of criminals; Beta enjoyed making jokes about these types of people. He knew they shared his unshakeable devotion to the freedom to act independently and without intervention, and he trusted all of their knowledge. Everyone has a dark, understated personality; most are harsh, and ruthless, and enjoy dealing with problems in a way that is a little perverse.

All Symbiote and Homunculus Collective were once living, breathing beings with different personalities and motivations and upbringings from their previous lives. Those were truly evil were assimilated into other weaker souls , while those who were not evil were given the opportunity to coexist and contribute to the collective consciousness. This assimilation process allowed for a merging of knowledge, experiences, and abilities, while purging the evil personality, retaining those who were morally upright and has similar mindset of the main host.
