Chapter 143 - Change

The Prime Hall.

Once again, the People and everyone included in the Prime meeting except Miss Havishma took their seats in the meeting Hall. A member of the People glanced at the empty Miss Havishma's seat before turning to Scarlett and Steve. "Is there a reason Miss Havishma isn't here with us? We don't have the time to waste."

Scarlett bit the inner part of her lips and groaned. Miss Havishma did mention telling people it was confidential whenever they asked, but it seemed none of them put in mind that the Prime Meeting would be organized that soon. They had thought it would take a longer time and didn't make any plans for it.

The sky-blue-haired lady inhaled and exhaled, finally mustering up the courage to speak. But just as she opened her mouth, the door swung open and the Chief of Department H entered the meeting.

"Miss Havishma," Scarlett mumbled.

"I apologize for coming in late, I had some important things to take care of." She moved and took her seat next to the lady she had taken under her wings.

The sky blue-haired lady looked at the Chief with a bright smile before turning to the People.

They had a long 'ear soaring' conversation before the final speech was made. Galliard walked out of his seat with a tablet in his hand and walked to where Miss Havishma, Scarlett, and Madeline Gurley who were all seated in one row were seated. He looked between them before clearing his throat.

"We sat, we talked, brought up different yes and nos… but no matter how hard we try to paint a different picture, we always came back to the same image," he paused for a second before speaking again. "I know it, you know it, and every Weir knows there's only one person worthy to lead Winter Weir forward, only one person among the candidates that is worthy to become the Prime of Winter Weir--- Havishma Bubentres."

Everyone in the room began to clap while the new Prime stepped forward to take the tablet from the puffy old man. She held an indifferent expression as she walked over to the previously empty Prime seat.

She placed her palm on the tablet. It buzzed for a few moments and then made the sound of a system locking. It was the action performed by every new Prime to override the previous Prime's security pass, giving the new Prime access to everything in Winter Weir.

Miss Havishma shut her eyes. She inhaled and exhaled deeply before opening them to gaze upon everyone in the room.

"For years, many Prime have sat here and said things in the wording of the People," she started. "The People… every single one of you has been controlling this seat, making decisions that the Prime has no choice but to simply nod and agree with."

"It is how things have always been," a member of the People spoke.

"And that is why this planet has suffered all this while." Her eyes shift to Galliard. "All you do is sit in the comfort of your homes, all the while making decisions that'll help fill your bellies… well that has to change."

She strode towards the area where the People were seated, living only the huge counter between them. "Everyone thinks the Prime has no power and is just on the seat as a show, you all think by sitting on those seats and calling yourselves 'The People' you've gotten everything there is to get… but you seem to be forgetting who gave the People that much power in the first place."

She continued. "Prex Medivion created this system because he was too afraid to make decisions on his own, but I am not Prex, and I assure you all that I can make decisions. So as of this moment, I will be dissolving the People, stripping away whatever decision, or voting right you have… go back home to your wives and children, your service to this day is appreciated."

She turned and started back to the Prime seat.

"You can't do that!" A member of the People said while slapping his desk with his hand. "You can't dissolve the People..."

"Last time I checked, I can." Miss Havishma picked up the tablet and scrolled through it for a moment. A while later, an image projected out of the tablet, revealing lines and lines of writing. "The first law of the 1000 law of order, subsection 36, line 197: 'The Prime created the People and the Prime can dissolve the People'."

The man quietly sat back in his seat, swallowing down whatever words he had in his mind. The line had been so old they had all forgotten about it, but it seemed the newly elected Prime had been saving it as an ace up her sleeves.

"Hey, Madeline." The Head of ARCHER stopped and veered around to face the caller. She planted a smile on her face as she realized who it was.

"Oh, Miss Havishma, congratulations."

The pale-skinned woman hissed. "Please, drop the act, we both know you aren't as excited for me as you put yourself out to be."

"I don't know what you are talking about," Madeline replied. "I realize now how useless it is competing with you, so I've accepted the fact that you are better than me in all aspects, and I'm sorry for all the time I tried to pull you down with me."

Miss Havishma tucked back a stray hair before letting out a sigh. "Maybe if you had said this a little earlier. Anyway…" she clicked on her watch and zoomed out the content that forced a surprised groan from the Head of ARCHER.

"This is proof of your involvement in the crimes committed by the previous Prime Starr, from assigning some of your ARCHER agents to aid him, to turning a blind eye whenever something suspicious happens."

Having already accepted defeat, Madeline exhaled and dropped her hand by her side. "What do you want?"

"Send in your resignation to the Cycle Organization before the end of today, and I'll make sure this doesn't come out to the light." The content disappeared and Miss Havishma turned her heels away from her once-called friend, leaving her alone with her thoughts. Gurley turned around to see Emerald Klay staring at her.

"There has to be a loophole in Miss Havishma's action, there has to be something wrong she had done once upon a time."

Madeline tapped Emerald's shoulder as she walked past her. "Don't bother, Emy, you'll only waste your time."

A flight later, Miss Havishma's ship landed at the D.H. She stepped out to meet Scarlett Starr who was already waiting.

"Congratulations on becoming the Prime," she said while slightly bowing her head.

The dark-haired woman looked over her shoulder and locked eyes with the former Rain 24. "Right, Scarlett… good timing, there are some things I want to speak to you about, come with me."

Miss Havishma led them to her pad, filling three cups with a drink and passing two to Scarlett and Steve. She sat on a chair across from the two and cleared her throat before speaking. "First of all, Scarlett, I want to thank you for doing all you've done. You've come to my aid many times when I needed help, and I am grateful… to show how grateful I am, I'd like to make you the Vice Prime, a new position I'm planning on creating, second only to the Prime."

The sky blue-haired lady stared at the Prime of Winter Weir, utterly speechless as she tried to process all she had just said. "I… I don't know what to say," she managed to speak.

"You don't have to say anything, take your time and think about it. If it's too much, I could give a different position."

"No, absolutely not… thank you."

Miss Havishma nodded before turning to Steve who had been sitting quietly by Scarlett's side. "Commander Ringworm, your task here is finished, so I want you to take a ship and return to Moonfour first thing tomorrow morning, you've done well."

"Understood."

Scarlett looked at Miss Havishma and then at Steve but didn't say anything in opposition to the Chief of Department H.
