Unlike the other NPCs designed by the original 41 players, Pandora's Actor was created by Ainz himself. Pandora's Actor was a highly eccentric individual with the ability to transform into the likeness of any of the Supreme Beings, possessing a level 100 strength on par with the Floor Guardians.

Thus, Ainz enlisted Pandora's Actor for this task because of his ability to assume different forms without revealing his true identity. Ainz was unsure of Gazef's strength and the nature of this world. And despite Sebas was already sent out to gather information, he needed more certainty.
Therefore, Ainz found Pandora's Actor, who could transform without being exposed. As long as Pandora's Actor transformed into another identity, Pandora's Actor could probe Gazef's abilities without risking exposure.
If Gazef is not as strong as Ainz thought of, Ainz's subsequent plans would change accordingly. If he is strong, Pandora's Actor could just retreat. And even if he were captured or killed, he could be revived, and his true identity would remain hidden.
Ainz handed Pandora's Actor a set of World Champion equipment, instructing him to use it after transforming. This set of equipment is just temporary. At that time, only Pandora's Actor can use this set of equipment after transforming.
