Technically speaking, illegally selling salt and alcohol were things that were supposed to be part of the first group. After all, selling these items without a permit was illegal.

However, it was an open secret that many nobles actually bought, sold, and distributed these items illegally. Because of various reasons, the Imperial Family was also willing to turn a blind eye at these transactions.
