Malygos is the guardian of The Leylines, able to mobilize the maximum extent of arcane energy within it. It can be said that he is a natural arcane energy reservoir, possessing nearly infinite magic.
The only thing that restricted him, was, in fact, his output capacity.
The world of Azeroth had been shielded by powerful barriers by the Titans in the ancient times to prevent exceedingly powerful beings from entering. Likewise, the power levels of this world were also capped. If translated into game terms, it would mean that the highest game level could only be 100. In theory, anything beyond level 100 could not exist in this world and would be relegated to the backdrop.
