Chapter 3 - Annual Meeting

The car stopped in front of the Main Directorate of Military Counter-Intelligence headquarters. After hugging Serov, Valya drove away from the place. Serov took a long breath and let the cold Moscow wind blow away his troubled thoughts before entering his workplace under the Soviet emblem encompassing the whole world at the entrance of the building.

In all fairness, Serov is far from being as indifferent as he appears, he does not understand the profound theories and medical knowledge, but he knows the basic truth. It is obvious that the fact is that he is not normal any more than normal people. Whether this change is good or bad, it is always a knot in his heart.

"In case I die young, will I be set up as a role model? To become an example of communism when it comes to handing down documents?" With a spring-like smile, Serov nodded with the oncoming comrade from the Main Directorate of Military Counter-Intelligence and made his way to his office without any delay.

After coming to his office and hanging his coat on the coat rack at the door, Serov took out the schedule from his desk. He will inspect the secret arsenal tomorrow, the day after tomorrow to inspect the KGB's military offices in the Moscow military district, and the day after tomorrow, the General Staff. On the 15th, the annual meeting will be held in Lubyanka Square 11, and all of the two dozen KGB directors will be present, which is a rare occurrence.

"Director, you're late today!" As soon as he closed his schedule, he heard his confidential secretary Izemotny walk in with a cup of coffee already prepared in her hand. She combed her long, satin-like chestnut hair into a refreshing ponytail, and the tall beauty in her military uniform walked in, attracting the eye wherever she was placed.

"Notify the division directors to prepare materials, and be ready to meet in fifteen minutes!" However, it is obvious that work is the most important thing when you can see beautiful women daily. After looking at the watch on his wrist, Serov said, "Before that, I want to eat first. you can send the lunch from the canteen directly to the conference room inside..."

"I can't believe our director hasn't eaten yet, lol. I'll go prepare it right away!" Izemotny laughed charmingly and left Serov's director's office.

When the twelve directors arrived in the conference room fifteen minutes later, they met him with the impression that Serov was just like the soldiers who had just returned from the Stalingrad front. He was just lying on the table with his back to the crowd and stuffing his mouth with two small wooden sticks in his hands.

Serov, who also heard the door open, stuffed the last piece of potatoes, threw the chopsticks on the plate, and pushed it to the side. Lucani, who was already waiting on one side, took the leftovers, wiped the table once, twisted her small waist, and retreated.

"I'm sorry, comrades! Something has delayed the meeting today!" said Serov with a full burp without a care in the world.

Hmm! You can tell! All the directors look at each other. It must be very significant to be able to forget to eat.

"Well, there will be a meeting in half a month in Lubyanka to summarize the work of our Committee for State Security (KGB) for the whole year. First of all, I want to verify the work of our Third Main Directorate this year. Now start the process!" Serov gave his usual speech and then let the heads of divisions speak.

"I have all the information under the control of the four divisions that correspond to the domestic military districts, Comrade Serov, so that I will make my presentation first!" Colonel Pavlov, director of the first division, took out a stack of documents and read, "Since the second half of the year, the results of the review of Bonapartists in the Red Army are as follows: ninety-four officers above the rank of the retired major general were dismissed, one hundred and fifty-seven in the rank of colonel, and the lower ranking officers were basically taken care of through education because they were under confusion and did not cause much harm! After September, there was a thorough investigation of the underground publications of the Red Army, and we found thirteen underground publications of the enemy!"

Listening to Colonel Pavlov's talk, Serov rubbed his chin with his right hand, hoping to find something new in it, but sadly did not find it. When Colonel Pavlov finished his speech, Serov concluded, "Our Main Directorate was just established a year ago, so many things are in the infancy stage, and the time is urgent. We must be vigilant against the sabotage of the Red Army by hostile forces. We still have a full year next year. We must remove the Bonapartists within a year. The Red Army must be loyal to the Party and the country, and the walls of the defense of the people can not have their own ideas, do you understand, comrades?"

"Soviet, Uraa!" The twelve directors responded to Serov's summary in unison as if they had practiced them.

"We, the Seventh Division, are tasked with inspecting and defending all military-industrial companies across the country from being exploited by the imperialists! We found in this process a shameful waste in military factories everywhere, which, after our calculations and those from the Operational Technical Directorate, is more than 20% higher than the waste we can afford!" The head of the Seventh Division, Shiselev, stood up and reported it. The Fifth and Sixth Divisions corresponded mainly to the four major Soviet clusters in Eastern Europe. However, they were now considered empty due to staff shortages. So after Colonel Pavlov reported, it was the turn of the Seventh Division.

The waste of factories? It seems that this problem is not the first time Serov has encountered it. He saw the rough production process of the local factories in Moscow last year or in Azerbaijan earlier. No wonder some comrades from other countries who came to visit weren't impressed by the Soviet socialist line. In other words, the Soviet Union's development model, except for its own data that encompasses half of Asia, can do so, while other countries that dare to do so will surely go bankrupt.

After a few unnatural knocks on the table, Serov slowly said, "This situation is very serious. The country is at the stage of development and cannot afford such a large waste. In half a month later, at the meeting of the KGB Presidium, I will give Chairman Shelepin a special briefing in this regard to regulating the powers of our Main Directorate of Military Counter-Intelligence to conduct comprehensive monitoring of the military factories belonging to the defense industry. It is to avoid waste while also improving production efficiency!"

Serov and his twelve direct subordinates studied the achievements of the first year of the Main Directorate of Military Counter-Intelligence. They can say that the effects have begun to manifest themselves one year after the official establishment of the Third Directorate. He believed that he could deliver a successful answer at the Committee for State Security plenary session, "Comrades, what other problems do you have to report?"

"Director, in Central Asia, at our border with Afghanistan, the border guards have captured a cartel that was carrying drugs and goods! Here is the information!" The director of the Twelfth Division took out a folder, stood up, and threw it up. The Twelfth Division is the division that communicates between the Main Directorate of Military Counter-Intelligence and the Border Troops, with a slight overlap in authority over it.

"Throw it over, and I'll take a look!" Just after Serov's words fell, a stack of documents smashed in Serov's face. This kind of face-punching behavior made the surrounding directors not dare to gasp a breath. All stared to see how their own director snapped.
