If the Godly Realms produces creatures that would like to ascend into the heavens to become Gods, the beings of the Godless Realm desired to create their own realm of Gods.
Not only were they against the current Celestial government, they were also extremely hostile towards the followers of any of the Celestial Deities and Beasts.
