To be honest, Duanmu Huai doesn't hold much hope for Rebecca and Sherry's research plan.
If this thing, as they say, truly is the Imu Energy from under the earth, then it means the depths of this planet are full of such substance. If Rebecca and Sherry can't find a solution to completely eliminate this thing, then Duanmu Huai will have no choice but to issue an extinction order.
As for the remaining population... he could negotiate with that nomadic merchant and get him to transport these people to the Guardian Star System. After all, what the Guardians lack most right now is population. If they can get a new batch from this planet, it would be a decent choice.
Of course, no one would like to be reliant on others. Transporting these people to the Guardians' planet might lead to conflicts for various reasons - but that wouldn't be the Tribunal's problem anymore.
