Because even those that have evolved only once generally are not very small in size, and a mid-level Pet Beast upon sensing something amiss can cause quite a stir with a random release of a skill.
What's more, even if they were successful, in the event the Beast Tamer who owns the mid-level Pet Beast is ranked E or above, not only would the risk escalate dramatically, but also the traffickers couldn't forcibly break the contract with the beast.
