Title: First Kage Summit

As this was the day the top world leaders would be meeting for the first time, the excitement could be felt in the air.

The times when they had to be careful when traveling in fear of encountering an ongoing battle and die without knowing why was gone.

Now, they could, with confidence move around as the various clans in each country would be under one government.

Everyone in Rōran were excited to see these men strong enough to unite the various clans in their countries. This led to there being a huge crowd situated just in front of the Gate.

However, something quite amusing was going on Currently. A brown skinned man wearing a hat with a single word, 'Cloud' written on it. As for the amusing situation, it was the fact that he stopped moving as soon as he stepped into the town without permission.

"Raikage-sama, perhaps we should follow the due process." His follower, a man with dirty blond hair and an axe stuck to his back said while holding a white Haori.

"Perhaps, we should." The Raikage said grimly.

He was unable to move, not because he was paralyzed or anything, but because he was bearing a weight even he couldn't calculate. He was a body builder as well as a skilled Raiton user, but this weight wasn't something he could withstand.

If not for his sheer tenacity and pride, he would have been forced to his knees or worse, to his stomach. The mere thought of that shameful posture made him firm his resolve to withstand it while the ground beneath him was already cracking.

"I'll see to it." The young man said and went over to the gate guards who were looking at them in amusement as well as intrigue.

To them, this was the first time seeing someone stand after entering here without permission.

Using a stamp, they stamped two plain sheets and handed it over to him without saying anything to him. The blond young man bowed and went over to the Raikage and placed the sheet on him.

Immediately, the pressure disappeared and he became free again.

"What manner sorcery is this?" The Raikage whispered to himself as he and his man were approached by men in uniform who directed them to the Town hall.

Moments later, another duo arrived. A man wearing a sky blue kimono with a lazy look in his eyes arrived at the gate. On his head was also a hat with the word, 'Mist' written on it. Behind him was another blond young man who was a man of both tall and slender in stature. His face was accentuated by his relatively long, blond hair, which was worn in a combed-back style. He had no eyebrows,

He also wore a kimono but his were grey coloured with long sleeves.

"Ne, Gengetsu, we're not supposed to enter without permission right?" The Mizukage asked his follower.

"Hai, Mizukage-sama. I believe we need to ask those men seated there on the direction to follow." Gengetsu said with respect.

"Then get on with it... I don't seem to have the energy to talk any more than necessary." The Mizukage ordered.

"Hai." Gengetsu nodded and went to follow the same procedure the other blond followed.

Moments later, they were good to go and walked inside the town. As soon as they did so, the Mizukage stopped and looked around for a moment before saying in a rare moment of seriousness.

"Gengetsu."

"Hai."

"After this meeting, I'm afraid I'll be going into retirement." The Mizukage said with resolution in his eyes. "And I'll be passing on my office to you, unfortunately, I won't be following you back so you must find a way to get those old and unreasonable old men under a tight leash."

"Huh?...Huh!?"

"Wait a minute Mizukage-sama... You can't be serious right? It was only due to your absolute strength that the Land Of Mist was able to enter this peaceful era... Please don't tell me you want to give everything up." Gengetsu pleaded.

"Nah... My sister is dead... I just did what I promised her I would do and that's that. I don't have any obligation to the village not clan again." The Mizukage said and continued walking. Gengetsu followed behind trying to convince him otherwise.

After them were the Tsuchikage who had a weird goatee on his face and a man with bandages all round his body. They attracted a lot of weird gazes from the people which they seemed to simply ignore.

After them, came the most famous person on the planet as of now, Hashirama Senju and his brother, Tobirama. There was a wave of excitement as they entered the Village.

It seemed like his tales had really travelled far and wide.

The last to arrive which was weird and a tad bit disrespectful was the Kazekage. This was in his country so the least he could've done was to be the earliest to arrive.

He also had dirty blond hair tied in a pony tail with a weird black suit covering his inner body.

To others, this was just a cloth or appendage, but to me, I saw it for what it truly was. Those were black sands manipulated to suck a degree that they were used to cover the entire body in form of clothing.

In this way, I fear he could actually be killed. Behind him was a brown skinned bald man with a green tattoo of a Dragon on his head.

He was probably from the Air temple so whatever.

"They've all arrived. I suppose it's time to go." I said to Fujirawa, Ria and Kaguya.

"I suppose it is... I can't wait to see their faces when they realise that me, a woman holds their life in this little city of mine." Ria said with a sadistic smile.

When did she become this way? Thankfully, she keeps this side of her to her outside dealings.

After the various Kages were properly rested, they were all ushered into the conference room just a stone throw from the mansion we were at.

From outside I could literally hear the silence emanating from the room due to the Presence the respective Kages were emitting.

Chuckling to myself, I tidied up my Haori as well as my hat with the word Flowers written on it and pushed the door open.

Instantly, I felt ten pairs of eyes trained on me to which I had no outward reaction but kept my smile.

"You're late Hanakage." The Raikage said what was on everyone's mind to which I waved my hand at him. "It's called being fashionably late, Raikage-dono, haven't you heard of that before?"

"That doesn't make sense." He said with a frown.

"To you it doesn't. But to me?..."

Taking my chair with Fujirawa standing behind me while emitting him aura uncontrolled, I smiled and said, as we are all here, I believe it time we call in the owner of this town to officiate the very first World Kage Summit, eh?"

"Why is that? Aren't they just a couple of civilians?" The Tsuchikage asked.

"Gasp," I gasped dramatically while placing my hands on my cheeks. "Don't tell me you haven't thought of why this particular town restricts Chakra, Tsuchikage-dono?"

"Of course I know. It's to prevent people like us from causing havoc here, right?" He asked.

"You couldn't be more wrong. How about it, dare to attack me with your physical strength?" I said and spread my arms wide open.

He squinted his eyes at me but stayed his peace.

"Ano... Kuchiki-dono, perhaps you should call the owner in so this meeting could start?" Hashirama asked to which I smiled and nodded.

"You may enter Ria-dono."

Immediately, Ria entered followed by Kaguya who looked the same except for her hair being black.

"A woman?" The Tsuchikage asked with a frown which made me smile as Ria smiled with a sadistic smile and looked at him.

"Do you know what will happen if this woman revokes your permission?" Ria asked. "No? Why don't we find out?"

As soon as she said it, the area the Tsuchikage was seated immediately began rumbling, the Tsuchikage's face, ugly beyond anything as he felt a monumental pressure acting on him.

"Humph." Ria snorted and the pressure disappeared. "Mind you, I'm here to make sure no form of violence is perpetuated in my little home. Am I understood?" She asked, looking around.

The Kages all nodded with me smiling myself away.

As soon as she sat down, I took it as the moment to begin and said. "So... Hashirama-dono, you asked for this summit, now we're all here."

"Hai." Hashirama said with a serious face and started. "The fact that we were able to convene this Go-Kage Summit with the first Kage of each of the five village... I truly ..." He paused and then slammed his head on the table. "I truly appreciate it."

'The fuck?' was what went through my head at that point in time, but then I realized who I was dealing with here. For a moment I thought he was going to be reasonable considering his experiences but alas...

Tobirama bent down and whispered. "Elder brother! The Hokage represents the Land of Fire's Konoha-gakure, should not lower his head so easily to other Kages."

"But I'm so happy!!" Hashirama said with tears flowing down his cheeks.

'The actual fuck.' was the only thing going through my head while Looking at this exchange with a Stoic expression.

"Hokage-dono, raise your head, that ain't a behaviour becoming of a village leader." The Raikage rebuked with arms crossed.

"I did indeed come here to endorse the gist of Hokage-dono's Go-Kage pact, but I'm not just signing anything for free." The Tsuchikage who looked quite grumpy now said.

"If you behave too humbly, you'll make us suspicious." The lazy looking Mizukage said.

As for the Kazekage, he simply went straight to the point. "Distributing the Bijuu that Hokage-dono has collected to the other villages is the condition for signing the Treaty. This is just a transaction, not something to get emotional over."

As for me, I watched them run their mouths while munching on the grapes that were served. Quite a delicacy I must say.

"Exactly." Tobirama said. "And we'll allocate the Bijuu based on power balance but you'll be acquiring them for a price."

"Not free?" Hashirama asked what was on my mind too.

"Shut it!" Tobirama shouted at him.

I mean, Hashirama was asking them to sign a peace treaty with the Bijuu as the price right? Hashirama could've just gone to each Village like Madara, gone one on one with their Kages and then force them to sign the treaty after defeating them.

This is a good plan but it wouldn't last long. Meh... Why am I stressing my brain over these mundane stuff. Back to me grapes it is.

"In our village, a certain temple's disciples have long Since sealed away a Bijuu, since we already have one, we do not need another. Instead, we would like an alternative compensation for our collaboration in this pact. Would that be acceptable?" The Kazekage asked.

"What do you desire then?" The Raikage asked.

"Our nation is completely covered in sand. This, we'd like adjoining Konoha to share arable land with us instead of a Bijuu. And the others to hand over 30 percent of your Bijuu purchase price as well." The Kazekage said.

Damn... Quite the greedy fellow this one. But I like him.

"You're crazy Kazekage!!" Raikage screamed at the top of his lungs.

Hehehe. I was chuckling inwardly.

"What!?" The Tsuchikage asked, his frown even more pronounced.

"Is this a joke Kazekage-dono?" The Mizukage fully awake asked.

"I won't sign on this Treaty unless all of you accept these terms!" Kazekage said sternly. "Mine is a sand bound nation with Zero fertility! It's only natural to use my village Bijuu to full advantage in dealing with the five other villages!"

Look at him go, pulling me into this charade. Who say I want a tailed beast? I better say something now before I pulled by the waves of their discussion.

"We five villages could join forces and crush the land of wind..." The Mizukage spoke eliciting a shocked look from Hashirama and a facepalm frommme.

'Sigh.' I better say something... Oh here he goes again.

-Bang- Hashirama banged his head on the table once more totally destroying the tense atmosphere.

"It's true that we've never gotten along in the past." Hashirama begun. "But we each did what we did to protect our brethren and clans. There perhaps were times we had no other choice. And now today, even if our six Nations Treaty comes to be, I honestly can't say how long it will last or if we can hold on to it."

"..." Everyone was speechless. Is this the Talk-no-Jutsu effect? I can literally feel the anger and animosity dwindling away. Damn.

"But I've got this dream... That some time in the future, there will come a day when Shinobi will collaborate and help eachother with one heart regardless of their affiliation. That is my dream for the future." Hashirama finished and the animosity in room reached zero.

Clap... Clap. Clap. Clap.

I began clapping. This was the first time I'm seeing this magnificent spectacle in my long life.

"Wow... Just wow... No... I'm wowed." I said as I continued clapping.

"What does that mean, Hanakage-dono?" The Tsuchikage was the first to ask.

"Nothing really. I'm just wowed by the zeal the fellow of mine showed just now. As for you four? You're all just fools." I said with a smile.

"Are you provoking us Hanakage-dono?" The Kazekage asked.

"Provoke?" I scoffed. "Do I need to stoop that low if I want to do something? Please... My country has been standing even before you were all born and it'll continue to stand after we all die. That remains indelible. Do you know why?"

Without waiting for them to answer, I continued. "Because we're strong. Tailed Beasts? We don't need those. Compensation? We lack in money the most? Military might? We have that in abundance. Wisdom? Intelligence? Strategy? Please, we literally created everything that you all know as Jutsus now."

Pointing to the young man behind the Raikage, I said. "The Sun God Axe: Rhitta. And you young man, if I'm not mistaken, you should be from the Fubuki clan, right?"

"What does that matter?" The Raikage asked defensively.

"It matters because if he weren't from that clan and didn't have the Light Release, he would be dead as soon as he weilded it, right?" I asked.

"That axe was created by an ancestor of ours who also had the Light Release. He made it so he could better channel the Light from the sun when he fights." I said. Looking at the young man, I asked. "Don't you feel supremely strong in the day time when you're with the axe?"

His face now looked pale as I revealed his secret.

"Kuchiki-dono-" Tobirama called but I raised my hand to silence him.

"I couldn't care less on how this treaty goes, I'm just here to fulfill my role as the clan head in this fateful day." Bringing out a scroll, I summoned the tokens I had made all those years ago for this special day.

"These tokens were created centuries ago by our ancestors. He was... Close to the ancestors of the Senju and Uchiha clans and he had foreseen a world of only war and strife. He created a special space where anyone lucky enough could enter and train and with proper training, have the power to rival the ancient Senju and Uchiha."

"In his prophecy, he said that this tablet should only be brought out when the world achieves a relatively peaceful society. These tokens are meant to give the respective Kages a chance at entering this special place to Train, but only when they are young. So in essence, you lot can't use it again, you can only give it to your successors as I've already done with this fellow behind me."

"Now, I think I should take my leave." I said and stood up, bowed to them before bowing to Ria and Kaguya who had indifferent expressions as they gazed on us like peasants.

Kukuku... I believe some lessons are in order for these two lasses.

"And why should we believe you?" The Tsuchikage asked.

I stopped, looked at him in disdain and said. "Do I need a reason to lie to you? Ask Tobirama on further details, I believe he should know a thing or two."

Saying that, I deployed my domain and immediately teleported out with Fujirawa in tow much to the shock of the Kages.

"How can he use Ninjutsu?" Tobirama asked Ria.

"That wasn't Ninjutsu. That was his domain. It's a realm surpassing your wildest imagination and yes, he has no reason to lie to you. Not even our prided seal can hold a Tengoku who has a domain." Ria said with awe.

"I see," Tobirama said.

"Why is that?" The Kazekage asked.

"Because the domain is manifestation of will. Anyways, we're going off topic... We should return to the matter at hand." Tobirama said and pocketed the token with the Fire symbol on it.

Although he knew he has far passed the age of using it, he could still study it and find out a thing or two about it.

And so, the transaction continued and at the end of the day, the several tailed Beasts were all sold to the various nations with only the seven Tailed Beast left.
