From level 100 onwards approximately 20 points were gained per level, although it varied from person to person, Viktor gained that.
Right now he was at a higher combat level than a vampire duke. They are generally level 160 or so (although nobility rank doesn't always mean higher level), and Viktor with his skills can easily fight them and even surpass them.
