Alabasta, Nanohana.
This is Alabasta's port city, and almost anyone passing through or visiting Alabasta would stop by at Nanohana. This city was also frequently visited by pirates. Compared to most countries, Alabasta's defense is pretty good. However, due to the vast size of their territory and the fact that it was a desert kingdom, their coastal defense was somewhat lacking.
Because of that, pirates mostly targeted port city like Nanohana. They plundered and then ran away. By the time Alabasta sent their troops, those pirates would have already disappeared without a trace.
However, the situation had changed now. The pirates attacking Nanohana have been dealt with by one of the Seven Warlords of the Sea living in Alabasta, Crocodile. As a result, Crocodile has been hailed as the Kingdom's Hero, but it was quite ironic to see a pirate like him becoming a hero of a nation.
Giotto was well aware of Crocodile's motives. He intended to seek a power that lied deep in this ancient kingdom that would allow him to become the ruler of the world and defeat Whitebeard. That power was none other than the Ancient Weapon Pluton!
Despite being a former pirate who once roamed New World and even fought that infamous Bullet, Crocodile had weakened significantly since then. In a few more years, he might even be defeated by Monkey D. Luffy, who had just set sail and couldn't even use his Gear Two, let alone Haki.
Luffy's title "Warlord Killer" started from him. In fact, the other Seven Warlords of the Sea, Gecko Moria, was more or less in the same state. Giotto nodded, "Yes, if this were a time of peace and stability, King Cobra would indeed make an excellent king. Unfortunately, even though things seem relatively calm now, it won't be long before new waves came and stirred things up. In the vast sea, this country is quite... weak."
Giotto knew what Alabasta would go through in the future. Based on the timeline, this year the country would start facing droughts, and except for the capital Alubarna, not a drop of rain would fall on other parts of the country. This was part of Crocodile's sinister plan. Unless Alabasta found concrete evidence, they couldn't report Crocodile to the Marines. Although Crocodile had lost his old ambition, he was Sand-Sand Fruit user, and he should be invincible in this desert kingdom
To be honest, now matter how much weaker he had become, he should not have lost to Monkey D. Luffy. It was simply because Luffy was the protagonist!
Otherwise, how could Luffy defeat the enemies he encountered on his voyage. We were talking about people like Crocodile and Enel here!"

Giotto pointed to the young man whose head was buried in a plate of egg-fried rice, "If there's someone who can do such a thing, he must be Garp's grandson... Portgas D. Ace!"
"Portgas? But wasn't Garp's name Monkey D. Garp, and his only son is Dragon." Aria frowned slightly, as she wasn't familiar with Ace's circumstances and didn't quite understand what was special about him.
