The top floor of Crystal Pavilion wasn't just where you would find the grand viewing hall; it was also the best viewing spot in the entire city apart from the city hall rooftop. The decor oozed luxury without being tacky, with a variety of precious plants thriving year-round under a permanently active temperature-controlled barrier. Some of the varieties were so beneficial that their mere scent was incredibly valuable, making the place feel like a perpetually blooming garden.
