"That was expected. The population of Fifth City is tens of millions, and it's the headquarters of many surrounding powers, so it's not strange that many strong citizens could be rallied. In fact, this might just be the tip of the iceberg. But we can win."
Daphne's reply was extremely straightforward. She seemed not at all surprised by the resistance that had manifested. Her accuracy in reporting the numbers of these improvised resistance forces indicated a frighteningly thorough knowledge of the situation in Fifth City.
