She paused, the knuckles gripping her cane turning slightly white, "I am responsible for this decision."

Lister said nothing. His facial muscles were taut, and he stood in the cold wind like a frozen statue for a long time until the horn sounded again in the distance. This time the sound was clearer and louder, as if carrying an unsettling urgency, prompting him to finally break the silence, "Ma'am, are you sure your information is reliable?"
