In setting up these 100 "Hub Planets," the Holy Silver Civilization did not choose habitable planets that already harbored civilizations but instead selected those within the habitable zones that were desolate, with not a blade of grass in sight.
For example.
If one were to set up a Hub Planet in the Solar System, they wouldn't choose Blue Star since it already had life.
In the Holy Silver Civilization's style, they would make Mars a "Hub Planet."
The main reason being, to start from scratch, to build from the ground up.
In the beginning, these Hub Planets were barren, with no signs of life present.
The Holy Silver Civilization spent a lot of effort over an extended period using greenhouse gases to transform these planets into habitable ones.
