The six elemental suffixes correspond to the six elemental Statues of Gods in Sky City, while the latter 'star, moon, dark' perfectly match the three goddesses from Starlight City to the City of Eternal Night.
The only difference is that there are nine badges here, while Sky City has twelve; the God of Order, God of Creation and the unknown Dawn City God Statue are not present.
Is it that the trader hasn't refreshed these three types of badges?
Or is it that there were never these three types to begin with...

Anyway, it's certain that the heroes correspond one-to-one with the statues; if it weren't for the City Lord group he just created yesterday, he wouldn't have discovered this now.
There must be some connection between this tower and Sky City; that is probably also why this quest will later upgrade to a server-wide quest.
