The city rules aren't complex, after all, there isn't even a prison yet. Mu You hastily set out three temporary rules.
First, except for Zone 1, all areas in Dawn City are designated as safe zones. Ordinary residents cannot attack each other within these zones. If players have any disagreements that need to be settled, they can go to Zone 1 to resolve it themselves.
Second, ordinary residents of Dawn City are prohibited from abusing or assaulting public servants, stealing, robbing other people's property, or damaging public buildings. Violators will be punished according to city rules, with penalties of varying degrees depending on the severity of the offence. In serious cases, violators may have their official resident status stripped away.
