If it's hard to tell, the setting is sort of an anachronistic Victorian fantasy. Please let me know if you were able to pick up on that without reading this, as I think I may have been too vague.

Not bad! I was able to read the first draft of this story and it was a very enjoyable read. I strongly suggest you give this a try, there is some fresh and interesting things coming up and I believe it will set itself apart from the traditional anime stuff we see in some stories lately.
