Temporary increase in livestock load can be fully depending on Magic Potions. Despite being a luxury, it's better than heading out with a large number of livestock.

The requirement for heavy infantry's livestock is lowered, and cavalry's two horses per person will also become one horse per person. They will ride in battle, but as with the infantry, they will travel on foot during normal periods.

(Note: Two horses per cavalry means one war horse and one pack horse.)

For a general who is not planning to actively instigate, it is worthwhile to slightly sacrifice mobility in exchange for reduced logistical stress.
