Avak Central Research Laboratory was initially established for the purpose of decrypting and practicalizing a large number of Spirit Energy plans that remained from the Era of Ennea by the Duke of Solin.
However, later on, because the Duke of Solin felt that it was absolutely impossible to replicate the many Spirit Energy Project ideas from the Empire's peak period with just the strength of the Grand Duchy of the West, he gradually began to introduce other forces to cooperate.
The Fiery Flame Land and the Spirit Wisdom Institute were not even the first cooperation partners, as both the City of Knowledge and the Seven Cities Alliance had collaborated with the Duke of Solin... but those cooperations were only superficial, and it wasn't until the most recent seven years that they really delved into deeper research.
