Chapter 33 - Chapter 33 The Vision

6 a.m., 21st March, 2028

(Devi Mamta, the owner of our flat in Manita Colony, Jaigarh, was watering her plants when I and Bhanumati reached her home a hundred feet away. Devi Mamta was living alone with her husband while her children had moved away three years back. Bhanu had an emotional connection with her and hence, it was tough saying good-bye to each other.)

Bhanu: Auntie, Good morning! How are you?

Me: Namaste Auntie!

Devi Mamta: Bhanu! Good morning Bhanu! Namaste Agastya! I am fine. How are you?

Bhanu: Fine auntie. Sorry, I am troubling you this early morning.

Devi Mamta: Oh my Bhanu! It's my pleasure to have you around myself. Tell me if you need anything! I will get it right.

Bhanu: You won't need to go anywhere auntie.

(I brought a chair for her.)

Bhanu: Please sit down, auntie!

Devi Mamta: (puzzled) What happened Bhanu?

Bhanu: I will always miss you, aunt!

Devi Mamta: Are you leaving today?

Bhanu: The day has come auntie. It's the big day for Agastya and all of us. Today, he is going to iterate his vision of governance of Dakshgram. The PM of Bharata and our Governor of State are expected to arrive soon. We have to take leave, auntie!

Devi Mamta: I left reading newspapers and watching TV so that I live a life away from news of events happening around and all round. I knew you will too leave me one day but these news always break me down.

Me: Devi Mamta, you have taken care of Bhanu for all these ten years and hence, you have developed an emotional connection with her. That's fine but think once auntie, those children who do not work for the betterment and welfare of the SELF and keep confined them to mother's laps become a burden as time passes by. Do you want your Bhanu to be a burden for this world or you wish her to unburden the world of its miseries?

Devi Mamta: Agastya! I don't have any answer to your question but you do not know how a mother feels when her children go away from her.

Bhanu: Auntie, I am not going away from you. I am there, in your heart, in your mind. My mom too feels low whenever she leaves me alone but still, she lets me go and get the target I wish to achieve. Be brave auntie and let me take the move to prove my worthiness to this world. Let me prove that my birth has happened for a reason.

Devi Mamta: How can you be so fearless and indifferent Bhanu?

Me: Auntie, what do you wish for your child Bhanu?

Devi Mamta: I have dreamt her a Queen! My Bhanu fits to be a Queen of a great empire.

Me: (smiling) See this picture on my phone, auntie! How does it look like?

Devi Mamta: Wow! Alkapuri! Beautiful! Where is it?

Bhanu: It's Dakshgram! The three villages Dugdhu, Banno and Bajrili look like this now, auntie!

Devi Mamta: Really? Wow! When did it happen?

Bhanu: (giggling) Agastya made this!

Devi Mamta: That means?

Me: Yes, auntie, your child Bhanu is set to be the Governess of Dakshgram. So, permit us to take leave now auntie!

Devi Mamta: (stood up) Bhanumati! Governess of Dakshgram! My child! (hugged her)

Bhanu: Yes, auntie! This is the day we were waiting for.

Me: Let's take leave now, Bhanu! Devi Mamta, allow us!

Devi Mamta: Wait, let me bring sweet curd! Have it and you may go.

(We had the sweet curd and moved towards Dakshgram. It was around 7:15 a.m. when we left and around 9 a.m. we entered the Dakshgram while we took more fifteen minutes to reach the Shri Hari Temple of Dakshgram.)

Outside the gate of entrance of Shri Hari Mandir Corridor, Ma'am Sumati and her escorts had arrived to take me and Bhanu inside the periphery of Shri Hari Mandir. A large crowd of people had gathered at the temple to hear the Visionary Statute of Dakshgram that I had written down. A large section was watching us in the Training Ground at the easternmost section of Dakshgram. My family (including Vinita Jiji and her family), Bhanu's family, Puria Family, The Utkarsha, Gurudeva and professors of Vikram College, Mr. Jayavardhan, Pradhanacharya of Marwar Sanskrit School and others waiting for me stood up as I entered into the main temple of Shri Hari Temple Corridor. The PM Aniruddh Pradhan, Governor State of Rajasthan Mr. Purendra, the founder of SISYA, Dakshit and six other VIPs of Bharata stood at the Mandapa of the Temple while the female associates of the VIPs stood at the Ardhamandapa of the Temple. The Brahmins stood at the passage between Mandapa and Garbhagriha of Shri Hari Temple. Bhanu and Ma'am Sumati waited at the Ardhamandapa while I moved straight ahead to the Garbhagriha of Shri Hari Temple. After offering flowers and items of worship to the Lord, I came out of the Garbhagriha with the volumes of Visionary Statute that I had dedicated to the Preserver of this Universe. Taking seven steps backwards from the Garbhagriha with head bowed down, I came out and showed the Volumes of Statute of Dakshgram to the generals waiting for it outside.

Me: Dear ladies and gentleman, the day has come that I and you were waiting for all these past years. The territory of Dakshgram has been built up and here I have the Statute to govern this holy land of ours. I hereby state my gratefulness to the honourable PM of Bharata and the Governor of State of Rajasthan to attend this occasion on my request. I once again request you to take your seats on the Mandapa and let me proceed with my epilogue of vision.

To all the attendees of this occasion, I aver you that I shan't leave any corners of our social life unexplored in the statute of Dakshgram. I do not have any suspicious questions on your character but management of authority is a must. With all my knowledge and power, I have brought here all the clauses necessary to define this Dakshgram as the modern Ram Rajya. But it's only possible when you all by will walk with me on this journey. Please hold up patience and silence while I read out all the parts and clauses of Statute of Dakshgram. If you are all willing and ready to hear me, please ring the bells provided to you.

VOL 1 TERRITORY AND DEMOGRAPHY OF DAKSHGRAM

Part I 'Territory of Dakshgram'

cl. 1 - The Territory of Dakshgram shall include the villages Dugdhu, Banno and Bajrili as indicated in the political map of India on the date 20/3/2028.

cl. 2 - The Territory of Dakshgram shall include the Medical Clinic at the OM Temple Corridor and The Vikram School established in the boundary of Vikram College, Jaigarh.

cl. 3 - The Territory of Dakshgram consists of lands acquired by Rivaaze Vastra Udhyog Pvt. Ltd. (60%) and other Landlords (40%). Any ascension of land made by the registered landowners of Dakshgram shall not be part of Dakshgram until and unless Governor of Dakshgram and Government of Bharata give official permission to such ascension.

cl. 4 - The Territory of Dakshgram shall not be recognised as 'Union of Villages' in the political map of Bharata.

cl. 5 - The Territory of Dakshgram is an independent unit of governance of Bharata but shall never state itself a country other than Bharata.

Part II 'Demography of Dakshgram'

cl. 1 - The population of Dakshgram includes all the names of the people who registered themselves during the census taken in Mid-2024.

cl. 2 - The population of Dakshgram includes the names of people who have registered themselves in the registry book of Dakshgram whether physically or digitally after the Grand opening of Prime Residential Building of Dakshgram.

cl. 3 - The population of Dakshgram shall not include those people who were previously residents of the villages Dugdhu, Banno and Bajrili but didn't register in the Registry Book of Dakshgram.

cl. 4 - The population of Dakshgram shall not include those people who cancelled their names in the registry book of Dakshgram on and after 1/1/2027.

cl. 5 - The population of Dakshgram registered till now is 16108 of all age groups.

cl. 6 - From this date of 21/3/2028, no person from outside of Dakshgram shall enter into Dakshgram to become it's resident on his/her will.

cl. 7 - Residential vacancies shall be announced for outsiders by the Authority of Dakshgram to apply for residence in Dakshgram.

cl. 8 - New born babies of residents of Dakshgram shall be default residents of Dakshgram only after 21 days of their birth.

cl. 9 - Newly wed bride coming into the Territory of Dakshgram with her husband shall be default resident of Dakshgram after seven days of her arrival.

cl. 10 - The Puria Family who are the owners of Rivaaze Vastra Udhyog Pvt. Ltd. shall be default resident of Dakshgram whether they stay in or out of Dakshgram subject to their residential status in Bharata.

VOL 2 FUNDAMENTAL RIGHTS AND DUTIES OF RESIDENTS OF DAKSHGRAM

Part I 'Rights of Residents of Dakshgram'

cl. 1 - Right to FREE EDUCATION under which residents of age under 19 or until passing out 12th standards shall get free education in Dakshgram.

cl. 2 - Right to MEDICAL TREATMENT under which any resident of Dakshgram shall get free medical treatment in Dakshgram and leave off-work as suggested by the Director of Health. Under this right, residents who are referred to any Government Hospitals of Bharata by the Director of Health of Dakshgram shall too be treated at no cost.

cl. 3 - Right to TERMINATE RESIDENCE OF DAKSHGRAM under which any resident of Dakshgram other than members of elderly house shall have right to terminate their residential certificate of Dakshgram provided any reason of understanding.

cl. 4 - Right to GIVE OPINIONS TO AUTHORITY OF DAKSHGRAM under which residents of Dakshgram can suggest and complain the Authority about any of its functions.

cl. 5 - Right to PRIVACY under which residents of Dakshgram are guaranteed about the protection of their personal information.

cl. 6 -Right to FOLLOW PERSONAL VOLITION OF PROFESSION under which residents of Dakshgram shall have right to follow one's volition of profession against the order of Authority of Dakshgram.

cl. 7 - Right to MARRY BY PERSONAL CHOICE under which any individual(s) of or under thirty and over eighteen years of age, shall have the right to marry any other resident of Dakshgram of or under thirty and over eighteen years of age, on his/her personal will and consent of the proposed opposite gender. Coercion by family or other residents of Dakshgram shall be considered as an non-bailable offense.

cl. 8 - Right to BE FORGOTTEN under which any member of Elderly House of Dakshgram shall apply for erasing all kinds of information captured by any resident of Dakshgram related to him/her except his/her residential certification and marriage event in Dakshgram. Under this right, every words of speech and every moment of action related to personal life captured in any form by anyone in Dakshgram shall be erased from memory on application.

cl. 9 - Right to LIVING SPACES under which the authority of Dakshgram shall provide the resident an appropriate space for living for him in the Prime Residential Building of Dakshgram. No rent or cost shall be charged by the Authority of Dakshgram.

Part II 'Duties of Residence of Dakshgram!'

cl. 1 - Duty to FORMAL SPEECH under which every resident of Dakshgram shall speak in formal language and mild tone to each other.

cl. 2 - Duty to OBEISANCE under which every resident of Dakshgram shall follow the orders of Governor of Dakshgram without any hesitation and revolt.

cl. 3 - Duty to BE ENGAGED IN PROFESSION OR BUSINESS under which every resident of Dakshgram other than students shall be engaged in earning wealth through any medium permitted by the Authority of Dakshgram.

cl. 4 - Duty to MAKE CONTRIBUTIONS to the Authority of Dakshgram as defined by the statute.

cl. 5 - Duty to BEING HUMBLE AND WELCOMING to visitors of Dakshgram. Residents of Dakshgram shall be welcoming to new residents of Dakshgram.

cl. 6 - Duty to PROTECT AND PRESERVE THE PHYSICAL AND INTELLECTUAL PROPERTIES OF DAKSHGRAM

VOL 3 GOVERNOR AND HIS NAVRATNAS

Part I 'Governor of Dakshgram'

cl. 1 - S/he shall be the first person of Dakshgram.

cl. 2 - Character of Governor of Dakshgram shall be defined by following traits in him/her:

a) S/he shall be wise and cunning.

b) S/he shall be tolerant, patient, benevolent and loving to each and every being at Dakshgram.

c) S/he shall be bodily strong and healthy, mentally acute and psychologically serene.

d) S/he shall be worshipper of the Sun.

e) S/he shall be brave and just to other beings.

f) S/he shall be diplomatic in speech.

g) S/he shall never be greedy, arrogant, angry, adamant and attracted to lust.

h) S/he shall be learned of the penal code.

i) S/he shall have control over his mind and religiously practice his/her duty.

j) S/he shall have the discretion ability while appointing the Navratnas!

cl. 3 - Eligibility for the Post of Governor of Dakshgram:

a) S/he shall be resident of Dakshgram.

b) S/he shall not have been punished by the ruling Governor of Dakshgram!

cl. 4 - Nomination of Governor of Dakshgram:

a) With respect to clause 2 and clause 3 of Part I of VOL 3, the members of Elderly House and the Director of Religion and Culture of Dakshgram shall advise the names of eligible candidates who are residents of Dakshgram for the post of Governor of Dakshgram. Other Navratnas shall take their own version of tests of all candidates and if any candidate(s) clears five or more Navratna's test, s/he shall finally step up to the ruling Governor where HE shall declare his successor to the Dakshgram.

b) Time of Nomination: When the ruling Governor of Dakshgram is of will until s/he is five years younger to be member of elderly house of Dakshgram.

cl. 5 - Powers of Governor of Dakshgram:

a) Power to appoint working committee members of Dakshgram who shall be renowned as Navratnas of Governor.

b) Power to assign and restrict the functions of Navratnas.

c) Power to hold justice over all laws and regulations of Dakshgram.

d) Power to dismiss any Navratna over a justified cause of removal.

e) Power to issue Orders and Notifications beyond the statute.

cl. 6 - Duties of Governor of Dakshgram

a) To hold the stand for justice for each and every resident of Dakshgram.

b) To appoint the Navratnas, assign and supervise their tasks.

c) To hold diplomatic meetings and conventions regarding any new projects, policies and regulations deemed essential for Dakshgram.

d) To regularly serve the elderly and aged people.

e) To conduct and keep invigilation over the trainings and academics of the students of Dakshgram.

f) To conduct the holy yajna for the welfare of the people of Dakshgram.

g) To inform the owners about the earnings and expenses of Dakshgram.

h) To manage and secure the treasures of Dakshgram.

i) To plough the fields of Dakshgram alone, at the very start of rainy season of each year.

Part II 'Security General of Dakshgram'

cl. 1 - The first and foremost Navratna of Governor of Dakshgram shall be the Security General of Dakshgram.

cl. 2 - Eligibility of Appointment:

a) The Security General shall be male resident of Dakshgram.

b) He shall be a trained security officer with a experience of fourteen years of service under the Authority of Dakshgram.

cl. 3 - Powers of Security General of Dakshgram:

a) Power to nominate security officers among the residents of Dakshgram.

b) Power to assign the functions of the officers.

c) Power to hold justice for the security officers.

d) Powers to punish criminals provided by the penal code of Dakshgram.

cl. 4 - Duties of Security General of Dakshgram

a) To hold the office of Security General and religiously practise the powers and limits of it.

b) To teach and train the security officers for their functions.

c) To reward the best performers in service.

d) To advise and warn the officers on their duty.

e) To put no interference to any officer on a mission given to him/her.

f) To take control over any part of Dakshgram except Office of Governor of Dakshgram if required.

g) To guard the Governor and his/her family in or out of Dakshgram. To ware Governor of any kind of dangers over him or Dakshgram.

h) To nominate the name of his/her successor to the Governor of Dakshgram within last five years of service.

Part III 'Treasurer of Dakshgram'

cl. 1 - The second Navratna of Governor shall be the Treasurer of Dakshgram.

cl. 2 - Eligibility of Appointment:

a) S/he shall be resident of Dakshgram.

b) S/he shall have prolific experience in finance sector of Authority of Dakshgram.

cl. 3 - Powers of Treasurer of Dakshgram:

a) Power to safeguard the treasury of Dakshgram.

b) Power to appoint such personnel who are experienced and have knowledge of finance and accounts.

c) Power to discrete the functions of the personnel so appointed by him/her.

d) Power to upgrade or dismiss the personnel working under his/her Authority.

cl. 4 - Duties of Treasurer of Dakshgram:

a) Install and link a digital interface with the IDs of residents of Dakshgram and monitor supply of money.

b) To keep track of hard cash running inside the territory of Dakshgram.

c) To check and audit the accounts of the businesses and the authority of Dakshgram.

d) To provide budgets to each Navratna of Governor of Dakshgram for their functionary operations.

e) To manage the corporate affairs and hold justice for employees of private businessmen.

f) To receive the contributions made to the Authority of Dakshgram.

g) To inform the Governor about the economic activities and events going on in Dakshgram.

h) To act as financial advisor to the Governor of Dakshgram.

i) To act as financial aid to the residents of Dakshgram.

j) To nominate the name of his/her successor to the Governor of Dakshgram within last five years of service.

Part IV 'Director of Agriculture of Dakshgram'

cl. 1 - The third Navratna of Governor of Dakshgram shall be the Director of Agriculture of Dakshgram.

cl. 2 - Eligibility of Appointment:

a) S/he shall be resident of Dakshgram.

b) S/he shall be a scholar in agriculture with an experience of seven years of service in agriculture under the Authority of Dakshgram.

cl. 3 - Powers of Director of Agriculture

a) Power to employ and supervise the residents of Dakshgram for agriculture.

b) Power to take custody of the store houses built near the agricultural fields of Dakshgram.

c) Power to take custody of the cow, oxen and buffalo sheds of Dakshgram.

d) Power to take control over the seeds, agro-feeds and fertilisers and plant nursery of Dakshgram.

cl. 4 - Duties of Director of Agriculture

a) To employ residents of Dakshgram to work in fields of Dakshgram.

b) To appoint storekeepers for the store houses of Dakshgram.

c) To employ people to take control over the agricultural equipments and vehicles used in farming.

d) To employ milkers and gopas for the sheds of Dakshgram.

e) To direct the Landlords of the farms of Dakshgram on planting the crops, farming method and use of fertilizers every season.

f) To monitor the irrigation, update the weather reports, calculate harvesting time and period and test the quality of the produce before sale.

g) To submit the detailed report of the produce every year during the month of Ashwin of Vikram Samvat calendar.

h) To nominate the name of his/her successor to the Governor of Dakshgram within last five years of service.

Part V 'Director of Home Management'

cl. 1 - The fourth Navratna of the Governor of Dakshgram shall be the director of Home Management.

cl. 2 - Eligibility of Appointment:

a) The director shall be female resident of Dakshgram.

b) She shall have a working experience under at least three Navratnas of Dakshgram.

c) She shall not be over forty years of age.

cl. 3 - Powers of Director of Home Management:

a) Power to appoint waste management authority, PRB Employees and transport workers among the residents of Dakshgram.

b) Power to assign and restrict the function to the appointed officials.

c) Power to dismiss any official working under her.

cl. 4 - Duties of Ma'am Home Manager

a) To supervise the works of officials employed under her Authority.

b) To take care of the properties of Dakshgram except to the Treasury of Dakshgram.

c) To instruct guidelines for both residents and Non-residents of Dakshgram for right conduct of behaviour at different premises of Dakshgram.

d) To monitor the movement of servers in Dakshgram.

e) To call the Governor to the Elderly House every day for serving the aged.

f) To carry out espionage in Dakshgram.

g) To monitor the residential status of residents of Dakshgram and terminate one's residential certificate provided s/he lives out of Dakshgram over sixty days in a year.

Part VI 'Director of Arts of Dakshgram'

cl. 1 - The fifth Navratna of Governor of Dakshgram is the Director of Arts.

cl. 2 - Eligibility of Appointment:

a) S/he shall be resident of Dakshgram.

b) S/he shall be a proficient artist of any kind recognised in Dakshgram.

cl. 3 - Powers of Director of Arts:

a) Power to appoint the artists for dance, drama and plays, music, paintings, sculptures and literary writings.

b) Power to recognise and promote the arts of residents of Dakshgram.

c) Power to assign the professional and venturer artists to create and/or craft such arts s/he deems necessary for trade and tourism boost in Dakshgram.

d) Power of handling the stationery of Dakshgram.

cl. 4 - Duties of Director of Arts

a) To devise such plans and policies that upgrade the skill of the artists and quality of arts in Dakshgram.

b) To keep learning about new kinds of artistic creations and teach and impart the same to the professional artists of Dakshgram.

c) To study and bring into Dakshgram the best products that can increase the proficiency of artists.

d) To contact and recommend arts of Dakshgram to the dealers and galleries in Bharata or the world.

e) To update the blog of 'Arts of Dakshgram' on internet regularly.

f) To effectively run the stationery in Dakshgram.

Part VII 'Director of Education of Dakshgram'

cl. 1 - The sixth Navratna of Governor of Dakshgram shall be the director of education.

cl. 2 - Eligibility of Appointment

a) S/he shall be a Brahmin resident of Dakshgram.

b) S/he shall have intrinsic knowledge in multiple dimensions of life and society.

c) S/he shall have an experience of teaching for more than fourteen years in Dakshgram.

cl. 3 - Powers of Director of Education

a) Power of recruiting eligible candidates for teaching and training of pupils in Dakshgram.

b) Power of making rules and regulations for the students in Dakshgram.

c) Power of restricting Gurus and Acharyas on their duty.

cl. 4 - Duties of Director of Education

a) To admit every child of Dakshgram over five years of age into the Gurukul of Dakshgram.

b) To manage spaces for students at Gurukul and the Vikram School.

c) To physically, mentally and intellectually train the students at both Gurukul and Vikram School.

d) To advise and recommend the students career options as per their capacity and character.

e) To recommend different institutions of Bharata the names of most brilliant students of Dakshgram and aid them to build their career.

f) To monitor the activities of students and train them to handle different situations of life and society.

Part VIII 'Director of Religion and Culture of Dakshgram'

cl. 1 - The seventh Navratna of the Governor of Dakshgram shall be the director of Religion and Culture.

cl. 2 - Eligibility of Appointment

a) He shall be Brahmin resident of Dakshgram.

b) He shall have in-depth knowledge of the rich culture and traditions of the residents of Dakshgram.

c) He shall have lived as a pundit at the Shri Hari Temple of Dakshgram for more than ten years.

cl. 3 - Powers of Director of Religion and Culture

a) He shall head the Samskara Bhavan of Dakshgram.

b) He shall head the working committee of Shri Hari Temple of Dakshgram.

c) He shall undertake the responsibility of the holy pond of Dakshgram.

d) He shall have right to appoint, assign and dismiss officials working under his authority.

e) He shall have right to travel out of Dakshgram without any notice to the Governor of Dakshgram.

cl. 4 - Duties of Director of Religion and Culture

a) Duty to protect and preserve the sanctity of Shri Hari Temple and Corridor of Dakshgram.

b) Duty to conduct the religious activities in Dakshgram.

c) Duty to perform the funeral rites and rituals of deceased residents of Dakshgram.

d) Duty to advise the Governor for performing such yajna that aid welfare of the Dakshgram.

e) Duty to monitor the practices of officials working under his authority.

f) Duty to forward names of rightful candidates for next Governor of the Dakshgram.

Part IX 'Director of Health of Dakshgram'

cl. 1 - The eighth Navratna of Governor of Dakshgram is the director of health.

cl. 2 - Eligibility of Appointment:

a) The director of Health shall be a female resident of Dakshgram.

b) She shall have a experience of fourteen years as a medical personnel in Dakshgram.

c) She shall not be over the age of forty five years.

cl. 3 - Powers of Director of Health

a) She shall head the medical clinic at the OM Temple Corridor.

b) She shall appoint medical personnel of various designation to work for Dakshgram.

c) She shall have right to keep information of patients confidential.

d) She shall have right to refer patients who are residents of Dakshgram to any other health institutions in the country.

cl. 4 - Duties of Director of Health

a) Duty to appoint and assign medical personnel at the clinic.

b) Duty to establish and run a pharmacy for the clinic.

c) Duty to keep high control over sale and purchase of medicines and drugs.

d) Duty to alert the Security General about any kind of interference of medical mafia.

e) Duty to practice Ayurvedic treatment methods as far as possible.

f) Duty to update status of the patient on his/her digital ID interface and inform the registered attendant of the patient.

Part X 'Director of Coordination'

cl. 1 - The ninth and final Navratna of Governor of Dakshgram shall be the Director of Co-ordination.

cl. 2 - Eligibility of Appointment

a) Minimum age - 45 years

b) S/he shall be resident of Dakshgram.

c) S/he shall be experienced of working under more than four Navratnas of Governor of Dakshgram for over three years of service under each Navratna.

cl. 3 - Powers of Director of Co-ordination

a) S/he shall head the Grievance Redressal Committee.

b) S/he shall have right to meet any Navratna of Governor at any time s/he wills until and unless they are in Dakshgram.

c) S/he shall have right to monitor the functions and activities of the Navratnas of Governor of Dakshgram.

cl. 4 - Duties of Director of Co-ordination

a) Duty to appoint such officials who act as litigants and lawyers for the residents of Dakshgram.

b) Duty to track the events and activities of authority of Dakshgram in-depth.

c) Duty to make every Navratna recall what his/her duties, powers and limitations are whenever they seem to forget or overdo.

d) Duty to report every crucial information in-depth about Dakshgram to its Governor.

VOL 4 FINANCE AND MANAGEMENT OF DAKSHGRAM

Part I 'Waste Management Staff'

cl. 1 - Cleaners shall have duty to broom and mop the floors, remove the spider webs and algae, dust the sofa, bed, wardrobes, curtains and others and throw the waste into the public bins as differentiated for recyclable, non-recyclable and e-waste, organic and medical dustbins. The Director of Home Management shall pay such personnel a salary of 12000 per month.

cl. 2 - Pickers i.e. who pick the garbage collected in the public dustbins shall have duty to collect the garbage every noon and drop them to respective stations as directed by the Director of Home Management. Such officials shall have a driving license too. Such officials shall receive a salary of 21000 per month.

cl. 3 - The officials who have the duty to remove the carcass of dead animals and dig them at a place as directed by the Home Manager shall receive a salary of 17000 per month.

cl. 4 - Residents of Dakshgram shall make a digital 'Contribution' of Rs. 10 at the entrance ways everytime they visit the market area, pond area and Samskara Bhavan of Dakshgram. Non-residents of Dakshgram (whether in vehicle or foot) shall make a digital 'Contribution' of Rs. 20 at the entrance gateway of Dakshgram and a 'Contribution' of Rs. 40 at each of the entrance gateways of Prime Residential Building (PRB), Shri Hari Temple Corridor, market area, Samskara Bhavan and the Pond of Dakshgram. The Treasurer of Dakshgram shall collect it in the name of Waste Management Authority.

Part II 'Professional PRB Employees'

cl. 1 - The Laundry Workers shall have the duty to collect the clothes of residents of Dakshgram ready for wash every morning or evening and return them the next day after completing the whole process of requirement set by the users. In case the users are unaware of method of washing clothes, the laundry workers by their knowledge and experience do what is best for the user. Such officials shall receive a salary of Rs. 15000 per month.

cl. 2 - Barbers shall have duty to trim hair and beard only in number of styles set by the Home Manager. Beauticians shall have duty to use such cosmetic products that are reliable of their quality. Such employees shall receive a salary of Rs. 12000 per month. The purchase amount of such products shall be paid by Home Manager provided the bills of description.

cl. 3 - Cobbler shall have the duty of mending and designing footwears. He shall receive a salary of Rs. 8000 per month from the Director of Home Management.

cl. 4 - Lawn Keepers shall have duty to maintain the lawns of PRB. They shall receive a salary of not less than Rs. 8000 per month.

cl. 5 - Electricians shall have duty to fix any kind of wiring mishaps in the building or any equipments of such kind. Such employees shall receive a salary of Rs. 25000 per month.

cl. 6 - Plumbers shall have the duty of fixing the pipes fitted in the buildings. Such employees shall receive a salary of Rs. 15000 per month.

cl. 7 - Carpenters shall have duty to fix any broken or worn out furniture or build a new furniture of foldable kind. Such employee shall receive a salary of Rs. 21000. As a professional artist, he shall follow the directions of Director of Arts too for which he shall be paid accordingly.

cl. 8 - Milk suppliers shall have duty to supply milk to every residential flat and building in Dakshgram right at 6 a.m. (once a day) as per their requirement from the dairy centre at market area of Dakshgram. Such employees shall receive a salary of Rs. 8000 per month.

cl. 9 - Residents of Dakshgram shall make contribution to such employees on their digital interface per visit as following:

a) Laundry: Rs. 100 (regular) and Rs. 200 (emergency) + bill amount

b) Barber: Rs. 50

c) Beautician: Rs. 100 + Bill Amount

d) Cobbler: Rs. 50

e) Lawn keeper: Rs. 20

f) Electrician: Rs. 100 + bill amount

g) Plumber: Rs. 100 + bill amount

h) Carpenter: Rs. 100 + bill amount

i) Milk supplier: Rs. 40/litre

Such contributions shall be digitally made to the accounts of respective employees working under Director of Home Management handled by the Treasurer of Dakshgram. The employees shall verify the amount before resending it to the Treasurer of Dakshgram.

Part III 'Agro-workers'

cl. 1 - Farmers shall have a salary of Rs. 8000 per month.

cl. 2 - Compost makers shall have a salary of Rs. 8000 per month.

cl. 3 - Seeds and Feeds provider shall have duty to protect the seeds, feeds, fertilizers and agro-equipments sent to him/her. S/he shall receive a salary of Rs. 11000 per month.

cl. 4 - Tractor, hauler and such vehicle operators for farming shall receive a salary of Rs. 11000 per month.

cl. 6 - Shed Keepers and gopas shall receive a salary of Rs. 8000 per month.

Part IV 'Transport Workers'

cl. 1 - Tram Staff shall receive a salary of Rs. 25000 each. It includes the driver, the conductor/assistant to driver and the mechanical support.

cl. 2 - Public transport shall be engaged in carrying goods of supplies and passengers. The staff appointed by the Treasurer of Dakshgram for operation of such transport shall be paid a considerable sum of salary on the cognizance of the official appointed by the Treasurer of Dakshgram.

cl. 3 - 'Contribution' amount shall be fixed by such official appointed by the Treasurer.

Part V 'Security Personnel'

cl. 1 - Such personnel particularly engaged in security of the residents of Dakshgram shall receive a salary in the range of 20000 to 30000 as per the degree of work and appraisals.

cl. 2 - Such personnel engaged at the entrance ways of Dakshgram to protect its dignity shall receive a salary of Rs. 36000 per month.

cl. 3 - Investigating officers appointed by the Security General shall receive a salary of Rs. 40000 per month.

cl. 4 - Guards of Navratnas appointed by the Security General shall receive a salary of Rs. 50000 per month.

cl. 5 - Guards of Governor of Dakshgram and his/her family shall receive a salary of Rs. 75000 per month.

cl. 6 - Training officers appointed by the Security General to teach and train the residents of Dakshgram to be active in defense and attacks shall receive a salary of Rs. 30000 per month.

cl. 7 - Arms Keeper shall receive a salary of Rs. 40000 per month.

cl. 8 - The Security General is of will to appoint any other kind of officials into his office and shall designate their posts and salaries provided s/he is resident of Dakshgram.

cl. 9 - The Jailers shall have duty to keep guard andar invigilation of the criminals in the underground of the Prime Residential Building.

cl. 10 - Any kind of contribution received in the security option of the interface shall be accounted by the Treasurer of Dakshgram.

Part VI 'Traders and Businessmen'

cl. 1 - Following kind of businesses shall be established under the PAN of Dakshgram in the market area so established:

a) Grocery

b) Hardware and Sanitary ware

c) Pooja Samagri

d) Kitchen ware

e) Furnitures and foldtures

f) Artisans

g) Cosmetics

h) Manihari

i) Electronics and musical instruments

j) Automobile showrooms

k) Hotels and Restaurants

l) Book store and library

m) Photography Studio

n) Decoration House

o) Printers and publications

cl. 2 - Oilers and Millers shall be established in the market area of Dakshgram.

cl. 3 - Vastra.com shall handle the textiles manufacturing in Dakshgram. It shall too establish a readymade garments store that shall supply all kinds of textile requirements of residents of Dakshgram.

cl. 4 - The Governor shall take control over the establishments in market area of Dakshgram.

cl. 5 - The businessmen or the factory employers shall contribute fifteen percent of amount of the bills of sale to the Treasurer of Dakshgram. The customers shall receive a verification message of that amount before transferring the amount.

Part VII 'Factory Workers'

cl. 1 - Residents of Dakshgram who work in the factories that produce or manufacture goods for merchandise purpose shall be the factory workers of Dakshgram.

cl. 2 - The factory workers shall be employed at the discretion of the employer however, shall be bound by the powers and rights of director of labour appointed by the Treasurer of Dakshgram.

cl. 3 - They shall be guaranteed a considerable sum of salary for their jobs by the employer of the factories.

Part VIII 'Landlords'

cl. 1 - Landlords shall have the duty of taking care of the fields and farms as directed by the Director of Agriculture. They shall receive a salary of Rs. 21000 per month. Additionally, the harvested crops shall be the assets of the Landlords for they are the owners of such farm land.

cl. 2 - The Landlords are of will to sell their harvests to any businesses in or out of Dakshgram.

cl. 3 - The Landlords shall take care of food and snacks for the employed personnel of director of Agriculture.

Part IX 'Artists at Elderly House'

cl. 1 - The Director of Arts shall employ such artists at the Elderly House who are dexterous in writing, singing, dancing, playing instruments, storytelling and painting. Such artists shall be among the members of the Elderly House or shall be not.

cl. 2 - Director of Arts shall pay such artists a considerable salary for their jobs.

Part X 'Members of Elderly House'

cl. 1 - Residents of Dakshgram who are of age of and over 65 years shall be the members of Elderly House.

cl. 2 - They shall not have right to Terminate their residence in Dakshgram.

cl. 3 - Other than those employed by Director of Arts, the Director of Religion and Culture shall assign them the tasks to do and keep engaged themselves.

cl. 4 - They shall be served all kinds of requirements for their daily life.

Part XI 'Gurus and Acharya'

cl. 1 - Gurus and Acharya of different subjects of study shall be employed by the Director of Education.

cl. 2 - Gurus and Acharya shall take regular tests and trainings provided by the Director of Education and hence, they shall be given the remuneration as the Director deems appropriate.

cl. 3 - The Director of Education shall assign different functions to the gurus and empower them with certain rights to take control on the students.

Part XII 'Medical Personnel'

cl. 1 - The Director of Health shall appoint and recruit such personnel in the medical department who are dexterous in the field.

cl. 2 - Following medical personnel shall be employed at the Clinic of Dakshgram:

a) General Physicians (both male and female)

b) Dentist

c) Optometrist

d) Gynaecologist

e) Cardiologist

f) Psychologist

g) Nurses

h) Laboratory staff

i) Pharmacist

cl. 3 - The Director of Health by permission of the Governor of Dakshgram may employ any other medical personnel if she deems necessary.

cl. 4 - The Medical Personnel shall get their remuneration as fixed and promoted by the Director of Health of Dakshgram.

Part XIII 'Officers of Authority'

cl. 1 - Secretaries and/or officers of Vigilance shall be employed by the Navratnas of Governor to decentralize their functions and duties.

cl. 2 - Officers of Authority represent their respective Directors on their jobs and hence, shall have right to be obeyed by the residents of Dakshgram.

cl. 3 - Number of officers of Authority shall be controlled by the Governor of Dakshgram.

cl. 4 - The Officers of Authority shall be promoted to become the new Navratnas of Governor of Dakshgram.

Part XIV 'Navratnas of Governor'

cl. 1 - The Navratnas of Governor of Dakshgram shall receive an appropriate budget every year during the month of Kartika of Vikram Samvat calendar for carrying out their functions.

cl. 2 - Each of the Navratnas of Governor of Dakshgram shall get a remuneration of Rs. 1.5 lakhs per month.

Part XV 'The Governor'

cl. 1 - The Governor of Dakshgram shall receive a remuneration of Rs. 2.5 lakhs per month.

VOL 5 RELATIONSHIP WITH GOVERNMENT OF BHARATA

Part I 'Status of Dakshgram'

cl. 1 - The Government of Bharata (GoB) shall recognise Dakshgram as a Union of individuals and families. Dakshgram shall be a new unit of political administration of Bharata and shall not be a 'Union or Federation of any political units of Bharata'.

cl. 2 - The Government of Bharata (GoB) shall recognise Dakshgram as independent authority of Bharata.

cl. 3 - The Government of Bharata (GoB) shall not interfere with the governance of Dakshgram unless and until Dakshgram becomes a threat to the Government and Citizens of Bharata.

cl. 4 - The residents of Dakshgram shall not take part in state or national elections (except to the Governor of Dakshgram).

cl. 5 - Residents of Dakshgram shall always be the citizens of Bharata.

Part II 'Status of Governor of Dakshgram'

cl. 1- The Government of Bharata shall recognise the Governor of Dakshgram as member of Parliament of Bharata.

cl. 2 - The Government of Bharata (GoB) shall take permission from the Governor of Dakshgram to enter into the Territory of Dakshgram.

cl. 3 - The Governor shall be the only person in Dakshgram who shall cast vote in the state or national elections of Bharata.

cl. 4 - The Governor of Dakshgram shall hold the power of supreme justice for the residents of Dakshgram. Criminals of Dakshgram shall be referred to the district jail or central jail of Bharata

Part III 'Benefits and Schemes for Dakshgram'

cl. 1 - The Government of Bharata shall not provide any benefits and schemes to the residents of Dakshgram.

cl. 2 - National level operations of any mission shall not reach Dakshgram without prior approval of Governor of Dakshgram.

Part IV 'Taxation of Dakshgram'

cl. 1 - The Auditor General of Bharata shall be forwarded all the financial statements of Dakshgram by its Governor to check and audit the accuracy of its economic and financial stability.

cl. 2 - Authority of Dakshgram shall pay 8% of its income to the Government of Bharata as agreed upon and stated in the Memorandum of Taxation of Dakshgram signed by PM Aniruddh Pradhan and Governor Agastya Maheshwari.

VOL 6 DANDA-NEETI OR PENAL CODE OF DAKSHGRAM

Part I 'Mistakes'

cl. 1 - Such events of happenings where by any resident of Dakshgram forgets, delays or does a fault in his/her duty shall be considered as 'Mistakes'. Such mistakes shall be marked red in the official duty register. S/he shall be warned not to commit such mistakes again.

cl. 2 - Such mishappenings where any resident or non-resident of Dakshgram unintentionally hurt any resident of Dakshgram shall be considered 'Mistakes' and penalized an amount of one gram of gold or its relevant worth.

cl. 3 - Mistakes by officers of Authority or Navratnas of Governor shall be penalized as the Governor deems just to correct such mistake.

cl. 4 - One who pollutes the environment of Dakshgram by urinating or defecating or spitting (other than saliva) in open place shall be penalized an amount of relevant worth of one gram of gold. One who pollutes the environment of Dakshgram by throwing wastages out of dustbins installed at every public place shall be penalized an amount of Rs. 2000.

Part II 'Coercion'

cl. 1 - Threatening a person to commit any act forbidden by law of Dakshgram within its territory or unlawful detaining or threatening to detain any resident of Dakshgram or his/her properties to the prejudice of any person whatever, with the intention of causing him/her to enter into agreement shall be called as 'Coercion'. Its a bailable offense under authority of Dakshgram.

cl. 2 - Such person who are reported of 'Act of Coercion' shall be sentenced to two months in the jail or Rs. 50000 as the Governor deems just.

Part III 'Fraud'

cl. 1 Fraud" means and includes any of the following acts committed by a party to a contract, or with his connivance, or by his agents , with intent to deceive another party thereto or his agent, or to induce him to enter into the contract:

(1) the suggestion as a fact, of that which is not true, by one who does not believe it to be true;

(2) the active concealment of a fact by one having knowledge or belief of the fact;

(3) a promise made without any intention of performing it;

(4) any other act fitted to deceive;

(5) any such act or omission as the law specially declares to be fraudulent.

Fraud is a bailable offense.

cl. 2 - The Authority of Dakshgram shall penalize the fraudster an amount of Rs. 50000 or one-tenth of the loss occurred to the bearer whichever is more.

Part IV 'Misrepresentation of facts'

cl. 1 - 'Misrepresentation of facts shall be defined as any representation by words or other means made by one person to another that, under the circumstances, amounts to an assertion not in accordance with the facts. It's a bailable offense.

cl. 2 - Whoever makes any misrepresentation to, or suppresses any material fact from the Director of Office of Authority of Dakshgram for obtaining any license or benefits as the case may be, shall be punished with imprisonment for a term which may extend to two years, or with fine which may extend to one lakh rupees, or with both.

Part V 'Theft or Robbery'

cl. 1 - Whoever, intending to take dishonestly any movable property out of the possession of any person without that person's consent, moves that property in order to such taking, is said to commit theft. It's a bailable offense.

cl. 2 - Whoever commits Theft or robbery in Dakshgram shall be sentenced one year of imprisonment or fine or both.

Part VI 'Assault'

cl. 1 - Whoever makes any gesture, or any preparation intending or knowing it to be likely that such gesture or preparation will cause any person present to apprehend that he who makes that gesture or preparation is about to use criminal force to that person, is said to commit an assault. It's a bailable offense.

cl. 2 - Whoever commits assault over any resident of Dakshgram shall be sentenced a two-month of imprisonment or fine that may extend to two thousand rupees or both.

Part VII 'Arson'

cl. 1 - The act of intentionally or recklessly setting fire to properties of Dakshgram or of residents of Dakshgram shall be considered as 'arson'. It's a non-bailable offense.

cl. 2 - Whoever commits such crime shall be sentenced to two years of imprisonment in the jail of Dakahgram.

Part VIII 'Rape and Murder'

cl. 1 - Rape is a type of sexual assault initiated by one or more persons against another person without that person's consent. The act may be carried out by physical force, under threat or manipulation, by impersonation, or with a person who is incapable of giving valid consent.

cl. 2 - Murder means when one person is killed by another person or a group of persons who have a pre-determined intention to end life of the former.

cl. 3 - Rape and Murder shall both be non-bailable offenses.

cl. 4 - Whoever commits such crime of rape shall be imprisoned for a period of fourteen years that may extend to life imprisonment.

cl. 5 - Whoever commits such crime of murder shall be imprisoned for a period of fourteen years.

cl. 6 - Whoever murders the victim of rape shall be sentenced to death.

Part IX 'Abusive Language'

cl. 1 - Abusive language means harsh, violent, profane, or derogatory language which would demean the dignity of an individual and which shall also includes profanity and racial, ethnic, or sexist slurs.

cl. 2 - Whoever uses such abusive language shall be fined an amount of five thousand with a warning to not repeat it.

cl. 3 - Whoever is reported of using abusive language more than thrice shall be persecuted under law.

Part X 'Revolt'

cl. 1 - Any act of violent protesting against rule of law of Governor in Dakshgram shall be considered as Revolt.

cl. 2 - Whoever commits or incites anyone to commit or leads such crime shall be sentenced five years of imprisonment.
