The head of the palace guards shifts after every six years. The king's guard stays the same until the circumstances call for a change. 

King Baltimore personally attended both occasions. He wanted to be there and show his support.

The palace guards, except those guarding the gates, gathered in the courtyard. King Baltimore stood at the front with his king's guard, and on his other side, Ysabel was present. 

She wouldn't have bothered attending to such trivial matters in her past life. However, King Baltimore requested her presence after disclosing what she had witnessed before she had taken Reis to the throne room. 

The king cannot make a decision based on Ysabel's words alone. Hence, without warning those who were there for the ceremony, the king was going to let the accused stand trial.
