Legolas' plan was always banked on the Guardian Komodo Dragon's Special Power, that was the power that could make or break his plan.
Due to that single ability of Hyper Magnetism, no matter how many Grade C Beasts or Superhumans go up against it, the Komodo Dragon would always come out on top so long it had enough mana points to sustain it.
And coincidentally, Komodo Dragons were renowned for their ridiculous amount of mana points which now played in its favor.
Legolas considered all these before he made his plan.
His plan was never to defeat the Komodo Dragon in combat, his plan had always been to beat the Komodo Dragon at its own game.
His ideology was; if you can't beat them, buy them.
In this scenario though was; if you can't beat them, subdue them.
