Simply put, Pati hated the survivors that aren't doing anything but getting to enjoy the benefits.
Although he's ultimately selfish that thinks for his personal benefit which should be normal as many people have this trait, he at the very least doesn't want the survivors to live unequally. It's unfair and he definitely knows that feeling.
Living without any parents, he surely knows the true meaning of the word 'Unfair'.
Even though he still looks at these survivors as nothing but tool with how everything is going, the ones that volunteered to come at least did something real. Most of them are men, and only a couple of them were brave women.
Volunteering survivors have gone through something most would find traumatic just now.
