Not every city in Devil Heart city had a teleportation array. There was only one in the entire Devil Heart city. The second and third cities had teleportation arrays, while the fourth and fifth cities did not have teleportation arrays.
However, the teleportation formation in a city was not open to the public. Only the cultivators of the unallowing sect and some powerful sects could use it.
