Samantha knew that Theo could monitor Ashamish's movements from his Map feature. But that's all, the movement is just a little white dot moving, nothing more, nothing less. Then how could he find Aerys in that way?

"Doesn't the Map in Rosalina's system have a worse function than yours? Even locating Ashamish is likely impossible for her Map."

The flying scout that Theo meant is Ghost. Owl familiar of Rosalina.
