The Cloud Gorge Base had two levels, the living area and an underground resource production processing area. However, as the post-apocalypse dragged on, the two levels of the Cloud Gorge Base gradually became a divide between the wealthy and the poor.
The vast area allowed the Cloud Gorge Base to accommodate a large population. From the start of the apocalypse, more than three million people lived there, and by now, it boasted a population of tens of millions.
