Lin Fan was very puzzled. Zombies roam, they shouldn't intentionally appear here. Although he hadn't cleared out the zombies in this area, as far as he knew, survivors wanting to leave the city would take this road, thereby attracting zombies to follow them and ultimately leading the zombies away.
