When the operation began, the Black Spade "A" Organization needed to leave ten people to guard the Shadowless Organization itself. The remaining ten were to fight alongside the ten Shadow Demons under control. This arrangement was relatively safe, given that the organizations were still adjusting. Maybe once they got more accustomed, they would figure out a more efficient way to allocate resources.
