The limitation regarding numbers and power of the Absolute Life Form System's modules was related to his soul force, which should usually grow with each cultivation realm. Now that his soul force evolved to the Wave Champion rank, he should have the capacity to not only evolve the [Genetic Coder Module] but also unseal the next one.
