The rules within the Heavenly Patrol Bureau meant that it was inappropriate to strike at him, and finding an opportunity was tough. Otherwise, he would have killed the lad a long time ago. After all, even rumors of killing a colleague could significantly lower the higher-ups' esteem for him.
