The people of this territory and many others were clearly suffering but the nobles were simply unfazed by the conditions of the people who lived in their territory, most probably since they did not care about the people who lived in their territories, those who did not have any strength or backing were clearly having a hard time while earning their livelihood and they were struggling to survive.
Bree never thought that the situation of this world would be this poor even though she knew that something was wrong with the authority of this world but at least she thought that the original Empress would have cared about such small things like this but she could see that even without the drugs that Bree was given that woman did not care about the people who were suffering.
