All these things required a tremendous amount of funding to support!
Without money, it would be absolutely impossible to make any progress!
Presumably, Stekhov and Du Jin sought out Rossiyana and recommended her to be the Faction Party Leader not just because of her identity as the Grand Duchess of Romanov, but even more so because of her family's considerable financial strength and her super-wealthy husband...
