The deal to buy into the Russian Gas Industry wasn't quite settled yet when Angelina led a group to Moscow.
This was a week-long parliamentary exchange program. The Crimea Council sent a delegation to the Duma for learning and exchanges, headed by Angelina herself.
On the Duma's side, Wang Ye naturally volunteered to undertake the reception duties.
The status of the Crimea Council, one might say, was significantly below that of the Duma!
In activities like these, according to the usual customs, anyone in charge of foreign affairs would suffice for the reception; there's absolutely no need for the Vice Speaker, someone at such a high level, to take up this task personally.
But what is the relationship between Wang Ye and Angelina? Add to it that Crimea is his "base camp", his personal reception seems reasonable.
