There's nothing they can do; this is a historical legacy problem, who let Crimea Peninsula be in such an awkward position.
However, overall, the pro-Russia faction has always been dominant, mainly because the majority of the Peninsula's residents are ethnically Russian, and naturally lean towards Russia.
