The Director of External Affairs couldn't really be blamed for not offering assistance.
One could only say that Wang Ye, as a student studying abroad, was not worth such a big favor from him.
As for the preparatory course final exam, since it was merely a trivial matter for the Director, he immediately agreed to help.
However, when it came to exams for the first year of the main course, although not that hard for the Director, he would still need to pull strings, making rounds and asking favors.
If he met a stubborn old teacher who refused to give any leeway, things could get tricky...
So, he was reluctant to promise anything.
Of course, Wang Ye understood the problem. He smiled faintly, reached into his pocket and pulled out a large cowhide envelope, placed it on the table and gently pushed it towards the Director.
The Director watched Wang Ye and was puzzled, not sure what he was up to.
