The only mention he could find was in a news article about armed mercenaries from the Lower City District causing damage to buildings in the Upper City District, where a commentator mentioned the term "Reconstruction Mechanism." But the internet users who noted this fact seemed to understand it merely as a type of reformatory or they completely disregarded it as a fabricated term... Many people didn't even pay attention to this somewhat unfamiliar term.
And the name of that commentator was very familiar to Russell.
