After Vishnu, no other elder decided to Voice their opinion. They tweaked the plan here and there to make so they would be able to implement it as soon as possible. This is a race against all the factions on the planet. Who knows if someone comes up with the same plan as them, the chances are low but they have to prepare for everything. They won't be counting all their eggs in one basket so they must have some backup plans.
