Historically, only a few special agents would enter the steam factory unless there was a significant criminal case, and they were usually undercover.
This was not just about disguising to avoid startling the snake, but also a sort of unspoken agreement, or what some might call "mutual respect" between powers. If you're coming down here every day cracking down on crime, how am I supposed to run my illegal businesses?

This is the unwritten rule both "officials" and "gangs" adhere to: I won't completely eradicate your black market, and you'll simply "hide" and "run." Generally, there won't be retaliation against the law enforcers themselves or their families.
