From the beginning, the Bureau of Anomaly Management's assessment of Lu Ping'an as a "suspected zzz-level (God-level+) pollutant" was correct.
However, this extremely high pollution and threat assessment was only a potential and possibility. No one expected that Lu Ping'an, under the pressure from inside and out, would realize that potential in just under two years.
From a certain regulatory perspective, it appears that the best course of action would have been to eliminate Lu Ping'an, who has now become a "city-destroyer" or even a "nation-destroyer" level threat, with a single shot at the beginning.
